Abstract
Mohammad Reza Shah's security concerns increased in the 1970s in the neighborhood of the nuclear superpower of the Soviet Union, which had a history of occupying Azerbaijan, in addition to the heavy arming of the West Asian Arab countries by the Eastern Bloc, parallel to India's nuclear test, and in Iran's strategic historical isolation and lack of The Dependable Military Treaty pursued a vast nuclear program, while the United States ignored these facts and ignored Israel's nuclear power, opposing Iran's uranium enrichment and nuclear fuel reprocessing program due to its possible military use. The main purpose of this research is to explain the motivations of the Shah to achieve nuclear deterrence, who, with a realistic approach to peripheral threats, considered it an effective tool in line with the independent national policy, and wanted a legal dual-use nuclear capability to be able to surround this In addition to peaceful uses, the technology should create a suitable deterrent when the balance of conventional military forces is disrupted to the detriment of Iran by reaching the nuclear escape point. The present theoretical research has been carried out with the descriptive-analytical method and reasoning from historical data with the library information collection tool.
