The main purpose of this research is to explain the motivations of the Shah to achieve nuclear deterrence, who, with a realistic approach to peripheral threats, considered it an effective tool in line with the independent national policy, and wanted a legal dual-use nuclear capability to be able to surround this In addition to peaceful uses, the technology should create a suitable deterrent when the balance of conventional military forces is disrupted to the detriment of Iran by reaching the nuclear escape point.
